Legislation needed in all 50 States - and all 3200 Counties -  35,000 Precincts

E01.0 VOTER ID : Demand Voter ID And Signature for all in person Voting. 

E02.0 VOTER ID : Demand Voter ID And Signature For All l Absentee Mail In Voting. 

E03.0 VOTER ID : Define Mail In Voting as Absentee Voting.  NoVoterID - NoBallot

E04.0 VOTER ID : All Ballots have to be SOLICITED BY,  AND BE SIGNED FOR,  BY  the Voter. 

E04.1 BALLOT PAPER : All Ballots Shall be Printed on Custom PreApproved Unique Paper with some sort of WaterMark. 

E04.2 BALLOT TAGS : All Ballots Shall Be BOTTOM STAMPED :   STATE-COUNTY-PRECINCT-YEAR-ID# to identify the Ballot is not Bogus

E04.3 PRECINCT TAGS : Each Precinct shall be issued a block of Identifier Numbers ( ID# ) by the Election Commissioner of the County

E05.0 ELECTION RESULTS-PRECINCT : All precinct Box returns Shall Be Announced Individually, and Then Electronically Printed in Time Stamped- SpreadSheet- PDF Format, And Then Posted on the County WebSite.

E05.1 ELECTION RESULTS-COUNTY : No County Tabulations shall be made until ALL Precinct Results are Announced and then Posted On the County WebSite. 

E05.2 ELECTION RESULTS-COUNTY : All County Tabulations Shall be Announced Individually, and Then Electronically Printed in a Time Stamped- SpreadSheet- PDF  Format, And Then Posted on a County WebSite.

E05.3 ELECTION RESULTS-STATE : All State Tabulations Shall be Announced Individually, And Then Electronically Printed in a Time Stamped- SpreadSheet- PDF  Format, And Then Posted On a State WebSite.  

E05.4 BAN ON PRELIMINARY NUMBERS : It Shall be considered Election Fraud for any News Media to announce any Election Results Unless they are obtained from A County WebSite, or a State WebSite. 

E05.5 BAN ON PRELIMINARY NUMBERS : It Shall be Considered Election Fraud for any News Media to Announce a Projected Winner Until ALL County TOTALS have been compiled. 

E06.0 PERMANENT POSTING OF PRECINCT BOX RETURNS : The Precinct Box Returns shall be maintained in a PDF Format on the State Secretary Of State Website INDEFINITELY. 

E07.0  PUBLIC ACCESS TO VOTING MACHINE MANUALS : Electronic Voting Machines Design and Software shall be Public Record and should be available for Download from a WebSite. 

E08.0 PUBLIC ACCESS TO ELECTION DAY VOTER ROLLS : All Election Day Voter Rolls shall be Color Scanned into a PDF Format;  Maintained on a WebSite;  And be Considered Public Record  for Download. 

E09.0 PUBLIC ACCESS TO REGISTERED VOTER ROLLS  : All County Voter Rolls shall be Color Scanned;  Maintained on a WebSite;  And be Considered Public Record  for Download. 

E10.0 FULL COUNTY PRECINCT TOTALS BEFORE RELEASE TO MEDIA : No Election Day Totals shall be REPORTED TO THE MEDIA  until the County has counted ALL PRECINCTS and Announced ALL TOTALS.

E11. 0 MAXIMUM PRECINCT SIZE 5000 : No Precinct Box should be larger that 5000 Registered Voters. 

E12.0 POLL WORKERS TO BE LICENSED AND REGISTERED : All Personnel involved in Precinct Box Returns and Ballot Counting shall be Licensed and Registered with the County.

E13. 0 PUBLIC ACCESS TO LIST OF REGISTERED POLL WORKERS :  This List of Licensed Poll Workers is to be considered Public Record;  Published on a Web Site; and be available for Download.

E14.0 PUBLIC ACCESS TO REGISTERED VOTER LIST : An Electronic Data Base needs to be maintained for Active Voters : LAST NAME - FIRST NAME - STREET NAME - PRECINCT - COUNTY - ELECTION YEAR

E15.0 PUBLIC ACCESS TO REGISTERED VOTER LIST : This ELECTRONIC Active Voter Data Base Shall be considered Public Record;  Published on a Web Site; and be available for Download.

 

PENALTY CLAUSE FOR NON-COMPLIANCE OF ITEMS 01-15

 

X01. If any item listed above is not complied with, the County is to be RED FLAGGED, and the Election Commissioner Charged with Malfeasance. .

X02. If any County becomes RED FLAGGED, Then Elections In THAT COUNTY shall be subject to Mandatory AUDITS and RECOUNTS

X03. If any County Maintains a RED FLAGGED Status, the Elected Officials in charge of Elections shall charged with Gross Negligence, Malfeasance AND be Removed From Office.

X04. Any County which is RED FLAGGED shall not have their votes counted in the State Totals.

X05.  IT SHALL BE TOTALLY ILLEGAL TO HAVE BALLOT MACHINES;   WHICH HAVE INTERNET CAPABILITY;  
AND ARE OPERATED BY VENDOR TECHNICIANS DURING THE ELECTION. 

X05.1  IT SHALL BE FELONY  TO UTILIZE  PROGRAMMABLE TABULATORS FOR THE DETERMINATION OF  VOTE TOTALS.   

 

X06. ELECTION FRAUD SHALL BE CONSIDERED A FELONY WITH NO STATUTE OF LIMITATIONS

FOR THE ARREST, INDICTMENT, AND CONVICTION OF ANY PERSON CHARGED WITH THE CRIME.

 

X07. IF LAW ENFORCEMENT FAILS TO ENFORCE LAWS OR SUBPOENAS, THEY SHOULD BE 

ELIGIBLE TO BE SUED FOR GROSS NEGLIGENCE AND/OR MALFEASANCE.

 

X08. ANY REGISTERED ELECTOR HAS STANDING TO CHALLENGE ANY COUNTY ELECTION RESULTS.
